The natural answer is probably "yes" because TGs form a large part of the game, lots of people play them, there are TG tournaments. But the problem is that the TG kt/xbow meta is so restrictive at the moment that perfectly good civs get tossed by the wayside because they're good at something else. It would simply be boring for every civ to be required to have a good stable or a good range to be balanced and interesting, but I think that's what happens if you balance for TGs.
I noticed this with the Viking Thumb Ring nerf, lots of TG players annoyed that making them less of an archer civ means they become a sub-optimal TG pick, removing them from regular rotation. And...I'm sure that's true, and annoying if you like playing Vikings in TGs, but the real enemy is the restrictive TG meta I think rather than the devs trying to improve variety and let infantry civs actually be infantry civs.
Do you think it's possible to have civs that are unique and balanced which take into account both TGs and 1v1s in the current meta? Or do we need some kind of huge change to the kt/xbow paradigm before that's worth considering? It's easy for me to say "screw TGs" because I don't play them much but it's not good for the game if a very popular gamemode has very little variety, and it's probably something which should be solved eventually.
