Chunky Fog of War Graphics Help

So I used to play the hell out of this game back when I was in middle school and had redownloaded it now after getting it on Steam. When I booted up the game, it was all very familiar and nostalgic and I got into some Skirmish games since I doubt I'm good enough to play MP.

However, I saw that the Fog of War seems to be an issue. It loads in squares and it sort of has flickering bars instead of smooth circles. At first I thought this was just something game side that happened because its an old game and maybe that old games just don't have as good of an engine for FoW. Then I saw a few YT videos and realized that I was wrong and the game did have smooth FoW. Is there any fix for this? I've messed around with the in game options and even tried installing DirectX (although I was told that I have the most up to date version of it even though I can't actually find it in my files). Any help for this? Thank you in advance!
