Higher-Level games on Steam

I have been playing AOE at an increasingly competitive level recently but it seems I have no way of tracking my progress anymore on Steam. I like to play Nomad competitively and would like to play with higher-ranked players...but anytime you try to join a game, try as you might, the host automatically kicks you...even though elo has been down for months at the point. Is there anyway to arrange a higher-level game? Is the Nomad community strong on Voobly? maybe I could start working my way up on that ladder and go from there. Not sure what to do.
