Having problems with Forgotten expansion

Sorry if this is the wrong place.

I have AOE2 HD with the Forgotten expansion. When I try to start a game, the civilizations from the expansion (Portugese, Malians, etc.) don't show up. They DO show up in the technology trees. I tried googling this and haven't found a solutions. Yes, I have the expansion enabled in Steam. I DO NOT have a button at the top of the main menu to switch to the expansion. When I click the banner, it doesn't switch to the expansion, it just brings up a credits screen. Yes, I have "expansions" selected under dataset when starting a game. I even uninstalled and reinstalled the game and it's still not working.

If anyone knows a solution, please let me know. It would be greatly appreciated.
