If Age of Empires Definitive Edition and upcoming games wont go to steam, do they still support mods?

Microsoft store is far from great at least for the moment. It would be far better if they would have their equilevant to steam workshop, hopefully one that works better. Age of Empires has not historically had that much mods for some reason, but potential for modding is big. Many publishers don't like mods because they think it reduces sales of sequels, i would not be surprised if Microsoft thinks the same, but it would be great if they would have good modding support.
