I decided to come up with this when I discovered, to my surprise, there was a very large 'Tibetan Empire' that existed for a couple centuries, had influence in Central Asia, and launched invasions of Nepal and China (and some other border actions, such as influence in Bangladesh?) with its heavily-armoured cavalry and infantry and cavalry archers. It's rather contrary to the stereotype of utterly remote pacifist Buddhists (which religion seems to have only spread there in the later part of the empire, too).

Let me know what you think. I feel like the biggest issue with new civs is thinking of a unique eco bonus, since civs without one are pretty lame, but it's not obvious how much room there is in the game for more.
