My thoughts on it personally :
XO18 :
While Sony has cancelled their PSX event this year, Microsoft restarted theirs for the first time since 2010, from all the rumors and teases, they have apparently quite a few stuff to show and really why would they do their own event to show nothing ?. They seem determined to make a true effort going into next gen so they might very well show the beginning of that there. I think Microsoft will also go for some big third party reveal as most of their newly acquired studios aren't ready to reveal stuff yet. Stuff like the Harry Potter game or Splinter Cell might come there. They may also want to exploit their marketing deal with a Cyberpunk trailer (the trailer was the best part of their E3 conference for many people after all).
I also expect some larger news than games there. Demo of their xCloud stuff, maybe other tease about the next gen console (especially if it's for 2019), probably some new studios bought announced (Obsidian being the big one considering the heavy rumors).
Expect :
- Crackdown 3 big segment,
- Battletoads,
- Ori and the Will of the Wips,
- Gears 5 (gameplay demo)
- Fable 4 (teaser trailer with nothing in engine, probably a next gen game but it's a false secret, might as well confirm for hype points),
- Metro Exodus : game is releasing soon enough, additional hype on these big events is always good to take and the game has already been showcased on MS conferences so it's fitting
- Anthem new trailer : they need to rev the hype a little more for this game IMO and they already revealed it with MS. They might just wait for VGA there and prefer to market something for BFV considering the launch and the event date
- Sekiro Shadows Die Twice
Hope :
- At least one new first party IP : maybe Ninja Theory next game ? IIRC they didn't have the entire studio on Hellblade so probably started before being bought by MS (I don't expect it for soon though, maybe launch title for the next Xbox but MS needs to announce new exclusives at their own event, even if far away).
- Age of Empires IV : If there's still no news on it after reveal at Gamescom 2017 and complete silence since then, I would consider that a very bad sign. But then, would MS speak of a PC focused title at a big Xbox conference ? I mean there are keyboard/mouse on Xbox now but still
- Dying Light 2
- Gears Tactics : same thing than AoE4 about it being PC focused. Though I don't see how why it couldn't be on Xbox too, those type of games work on consoles
- Cyberpunk 2077 new trailer (could be at VGA, but Microsoft has a marketing deal with them so makes sense for their big event) with a vague release date (my bet/hope is on "Fall 2019" so they could announce it now, if it's later probably no presence at all).
- New Splinter Cell : the return of the voice actor for Wildlands and other leaks probably mean it's in the works, we didn't get it at E3, maybe Microsoft paid Ubi to keep it for a reveal there (I just think the brand goes well with MS because of the green night vision goggles, yes stupid I know), made by the team that has done Assassin's Creed Unity (they didn't yet do another AC so I suppose they changed franchises), also Ubisoft has no AC in 2019 so they have a AAA slot to fill
- The new Creative Assembly rumored FPS by the Alien Isolation team (they can get it there since Sega and Microsoft are already associated for AoE4, it seems easy to get the reveal there too),
- Rocksteady new game (hopefully not that Arkham Universe but a JL, Suicide Squad or Superman game if they are not doing the Harry Potter one)
- That Harry Potter game that leaked from WB , though if there is Rocksteady, it might not be there (or also it might just be considered too early for announcing it)
- Mass Effect trilogy remaster/remake (temporary exclusive to Xbox/PC in memory of MS having published the first one and mostly, because they paid for it), what ? I can hope ? And N7 day is today, it's only 3 days later after all
VGA :
I don't see anything really obvious there so pretty much everything will be in hope. Every third party game put in XO18 that is not there could be considered at VGA too.
Hope :
- Jedi Fallen Order (cinematic trailer) : If it's really coming in holiday 2019, they might as well start to really hype it and make up for that disastrous E3 reveal
- Titanfall 3 reveal if there isn't Jedi Fallen Order and it is indeed coming in 2019 as rumored (but IMO Jedi Fallen Order is a safer bet)
- The Last of Us 2 trailer with release date if it's for Spring/Summer 2019 (alternatively Ghosts of Tsushima instead for that date but TLOU2 is probably before), only one Sony exclusive news there though (because if more they would have done PSX instead)
- Starfield new trailer (maybe in engine) if it's for 2019 (depends how Fallout 76 was managed in the studio pipeline)
- FF7 Remake (ok no kidding that's not even hope, that's impossible),
