Challenge: What is the smallest change you can make to the Vietnamese that will make them a top tier civ?

As opposed to revamping the civ, what is one or two changes to the civ that one can make that preserves them as much as possible, yet puts them as high in the top ranked civs as possible, with making them OP of course. I think it's more likely we will see a change made in the DE if the change doesn't involve rebuilding the civ from scratch, or any outlandish concepts.

I have 2 ideas so far.

1. Replace free conscription with a general building speed bonus, something like 15%/25%/35% build speed for units in Feudal/Castle/Imperial and you can maybe research conscription on top of that. If you extend that build speed to villagers instead of just military units then it also works as an eco bonus. You can also extend that build speed to research speed for all techs. 15%/25%/35% build and research speed for all units and techs would make Viet a top 10 or 15 civ imo.
2. Change the tech tree so the Viet have FU champs and halbs and replace free conscription with 50% off all barracks techs. This way countering eagles and cavalry is much easier and you don't have to rely on elephants to guard your archers, but the elephant option is still there.
