Dat file editing?

So I know its encrypted and that I need to decrypt it, I just don't know how to. I saw an archived post here related to it but there was nothing that helped it. I tried to take ownership as well but then it just kept changing the "PERMISSION FROM" user-xxxx to system and so on. Anyone knows how? :)
