Activate Multiqueue on Userpatch/Voobly (Offline)?

I am playing Userpatch 1.5 instead of Steam since I like to play against the Barbarian AI. But where do I activate Multiqueue (so I can create units from multiple places at the same time)? This function is standard in the HD version but not in the old AOE2. I know I can select it in Voobly, but I am playing offline.
