Possible rebundance of certain civs?

Most people in the past considered that the addition of the Tatars in aoe2 DE particulary as a rebundance and nosense, which is in fact understable since the word "Tatar" is mostly a european name that was gave to the mongols, but making a deeper reading, they aren't rebundant at all.

But my main comparison of this is that: AOE1 has Phoenicians ans Carthaginians. Greeks and Macedonians, What they had in common:

Carthaginians are the Phoenicians that settled in North Africa and the Iberian peninsula, both are basically the same people at some point, even their gameplay design is very similar, also all of the Phoenician AI names in the vanilla were "Hanno" and "Hannibal" which are very well known Carthaginian leaders. https://ageofempires.fandom.com/wiki/Phoenicians

Macedonians were just one of the various greek kingdoms and states (Greeks in game represent the Mycenean, the Greek city states and other Hellenic people like the Thracians) that toke a lot of power and united Greece into the Macedonian Empire and .. well you know that history. https://ageofempires.fandom.com/wiki/Macedonians .

PSA: I don't hate them in game, (this, I like them) but I just want to hear opinions.
