Cheater/Smurf in Lobby games?

I was playing a "1v1 noob" game in Age of Empires: Definitive Edition and a guy went to bronze age around 16 minutes (which is fine). But when I looked at the stats after I lost the game, he had 40 vills, 26 technologies researched, he had absolutely 0 farms yet he had cavalry production. He also had twice of economy score. How can I tell if the player has cheated or he is too good.
