Question about Incas

Sometimes I meet Incas in team game. (harder to meet than other meso civs)

And when I meet Incas, almost of them go tower. Yes, tower.

I think they have weaker eco than Aztecs and Mayans, but anyway decent bonus, decent tech tree,

But I rarely can see other strategy except tower.

Why almost incas player just go tower? Incas are bad except tower rush? Then they need some changes?
