What am I meant to do after making 5-6 scouts?

I'm around 1100 Elo.

There's a pattern when I lose; I do my scout rush, they're massing archers, my scouts eventually die or can't get any more damage, then they come at me with a huge clump of archers and take control of the entire map.

Am I supposed to keep producing military after those initial scouts? Am I supposed to be constantly producing skirmishers and delaying my castle age by a lot?
