I want to start by saying that I don't actually feel that Korean's are too weak of a civ at the moment. They are quite strong on water maps, good on closed maps, and fine as a flank in team games.
Where they are weakest is on 1v1 open land maps, however even there I still feel they are a bit stronger than their 38% win rate on Arabia suggests.
I don't think Koreans have a particularly good trush anymore, and I think it's best to play standard on Arabia until atleast mid-feudal in most cases, ideally with archers/skirms. Nearing castle age, there is the option to come forward with villagers and start pushing your opponent off resources with your soon to be +3 range guard towers. Alternatively, you can play them more standard with xbow + mangonel/pikes, perhaps with a couple of towers to secure map control or at home to help defend.
Eventually you want to be switching into war wagons, which are very powerful (possibly a bit OP) once in large numbers, and pair nicely with halbs and +2 range onagers if you can get to them. It's an expensive composition, which means it's usually best to boom a fair bit before switching into it, but once the Korean deathball gets rolling it's very hard to stop.
Their playstyle feels fairly unique, and I personally find it quite fun trying to slow my opponent and stall out the game until the Koreans get to their ideal composition.
I do however, feel they could do with a few changes:

Extend their wood discount to siege. Being able to save 33 wood per mangonel in early castle age would be huge for Koreans. It would help with both aggressive or booming strategies, and siege is a key part of the civs identity so it seems fitting. If this seems too strong perhaps the discount could be rolled back to 15%?

Increase the garrison capacity of guard towers / keeps from 5 / 5 to 7 / 9. Currently, towers have almost no advantage over castles in defensive capabilities, but by increasing their garrison capacity they could at least be more cost effective at protecting your economy.

Allow Korean cavalry to garrison in towers. This bonus could work really well with war wagons, given their high damage output, and could also make the rather clunky unit have a bit more micro potential. This bonus could also be situationally useful for Korean cav archers, or even knights, and may expand their versatility a little. I actually think this could make a very interesting team bonus as there are some other civs that I think could make use of such an ability (Teutons, Spanish, etc.). However, I think double castle arambai may need a bit of a nerf before adding a bonus that could make it even more dominant.
