Playing AoE2 like a city builder

I kind of want to play AoE2 DE like a building up sort of game and appreciate what I have built more than playing competitive and doing rushes and stuff that I am not really into. I like the historical-ness of the game and I want to sort of play it like a city builder but I don't know how to do that (I also want to use armies but use them in like large bunches when I am ready to end the game). If there is any mods that help me achieve this or gamemodes or something let me know.
