Why is scout animation/sound not synced up with damage output ?

So i just had this happen in a 1v1, and I was wondering why the scout always feels like the damage output is delayed compared to its animation. Now that Is something that i have seen in many scout fights that you try to run away after a hit but in the end fail to hit the enemy scout before escaping. While this is unintuitive for me, it appears that the sound is too early as well, as there is the sound of a hit in die clip but no damage done.

Does anyone know what the reason is for this ? Is that something ping related, a bug or is it intended to work this way? As is, I find it really hard to micro my scout properly.
