Scroll up/down as hotkeys

In AOE2 (You may think this is weird..) I use middle click for TC, scroll up for idle vil, and scroll down for idle military. I find it great coz every time I do something I scroll up / down in a milisecond and I'm just so used to it.

In AOE DE the mouse scroll zooms in and out.. which can be turned off.. but you still can't use them as hotkeys.

Is there any chance this can be added in? Also can I make it so it is zoomed out as much as possible by default as soon as a game opens?
