Tibet's Khampa Cavalry: UU or UT?

I'd like to offer a big thanks to everyone who voted on the straw poll (as well as Steggy_Dinosaur's comment). The feedback made it clear that choosing between a niche UU & a general replacement UU is very dependant on the Civ itself- so I've decided to delete the previous post and provide more information to you all.

Tibet:

-Garrison Healing X% faster (X+300% with Herbal Medicine)

-Town Centers cost Y% less stone, but start with Z less stone

-Infantry have +1/+2/+4 Melee Armor in Feudal/Castle/Imperial

-Animals (Herdables & Huntables) that you kill do not decay

Infantry MA allows more of them to live through combat, which allows more of them to take advantage of faster healing.

Faster Healing is great for defense, but also good for forward towers/castles to support raiding

To keep players from Trushing with this advantage, some/all of their starting stone is removed.

To keep Booming a viable strategy, the stone cost of Town Centers has been decreased.

A lack of Food Decay is a small early eco bonus to round out the Civ, which gives players a little extra food for M@As, Scout Cavalry, or Knights

Discussion over the different bonuses in vacuum has been very successful, but now it's time to look at them together, and decide if the collective bonuses makes the civ too powerful, or not powerful enough.

Along with that, there's still the matter of UTs & the UU

With the Cataphract already taken (it's bonus coming from the Byzantine's willingness to dismount for combat when it suited them- something the Tibetans were also fond of doing), the next logical option historically would be the Khampa Cavalry.

The Khampa were ethnic Tibetans with a separate nomadic society in Tibet, and often fought under the Tibetan Empire and its Successor Kingdoms as Elite Skirmishing Cav that complimented the slow, heavily armored troops of their kin.

From a Gameplay Standpoint, the Tibetans need something anti-archer to counteract a lack of Infantry (& Perhaps Cavalry?) Pierce Armor- I know bad pierce armor goes against the Tibetans Historically fantastic Chain Mail, but these are the kinds of compromises we have to make to gamify something without stepping on other civs toes.

Skirmishing often took place between Ranged Units (Thus, our favorite Javelineer's name) so the Khmpa Cav could be a UU alternative to the HCA that fairs much better against Archers, or instead, be a UT that improves the HCA against Archers (+3 Bonus Damage would let HCAs kill an Arbalest in 4 shots instead of 6, and more PA on top of Parthian Tactics could multiply that advantage)
