Searching for one specific game, similar to AoE(2).

Hey guys, first excuse any english errors. It's not my first language. I hope you still get my points: I am desperatly looking for that one game I played like ten years ago on my old Windows Laptop. I think you are all fans of strategy games like myself, so maybe you can help me out. But my memory is very blurry, there are only a few things I still know:

1.) Whenever the units are not doing anything, there appeared a fish on the screen. A fish in a bowl being "beaten", I believe it was on the upper left corner.

2.) You could create own scenarios (build your own maps and everything), I think you could play nations like Teutons, Iberians and so on.

3.) I also believe there was some kind of a "story mode" including Hannibal (the Conqueror) or something.

I cannot even think of anything else. It was so long ago, but I really want to know which game it was. I'm thinking about it like every 3 months for about 10 years now, but I still didn't find it. I hope you can help me. Thank you :)
