When did this Persian nerf happen? Or was this never a thing?

Was checking the tech tree and saw the Persians eco bonus changed from

Town center work rate 5%/10%/15%/20% faster in Dark/Feudal/Castle/Imperial Age

TO

Town center work rate 10%/15%/20% faster in Feudal/Castle/Imperial Age

...At least that's how I remember it. I don't see any changes to it in the Wiki. Was it always like this or am I taking crazy pills?
