free stone mining ugpgrade?

Hi.

I just noticed there is no civ that have a free stone mining upgrade bonus. (Malians have free Gold mining, Burmese have free Double-Bit Axe, Franks have free Horse Collar).

Do you think this bonus would help fixing one of the very low tier civs?
