Will they improve the multiplayer performance in AOE3: DE

I have played AOE3 a lot and most of the time was multiplayer but the problem every game it seems that from 2 hrs game 30 minutes are just us waiting for game to stop lagging. Is it confirmed that we would have dedicated servers like AOE2: DE? (if not ffs Microsoft you literally own Azure)
