Does anyone use explorer combat/hp cards?

I'm looking specifically at the USA card that buffs the explorer (general...) by improving hp, attack, providing the charged ability, and a worthless bonus against outlaws. Of course this is an age 2 card making the opportunity cost that much worse against it. Does anyone ever send this or the other equivalents? It does add like 350 hp, 2.8 militia worth, but why would I not just send 8 militia? Or literally any other card for that matter, including Lee's legion.

Does anyone see something I don't? It just looks like a card that was fun in comp stomps but has no competitive value to it when compared to other things. Plus the US doesn't even get the immortal canine companion.
