Inertial reference frames

I know that a reference frame is inertial if it is at the same velocity as the object it is observing or it is at rest in relation to another object at rest.

Correct me if I am wrong but is a reference frame not inertial if it is accelerating at the same rate of the object it is observing? Why or why not?

Please accept my noobiness in the field of physics I have just recently sparked a great interest in this field.
