Burning arrows: Towers do bonus damage towards other towers

This idea came to me when I imagined some villagers landing from a transport on enemy territory, walling in some enemy vills mining with a few quickwall segments, then building a tower and garrisoning to kill them all. But- the counterplay is for the mining villes to put up a tower, and in that way the attack is totally negated. Well, this technology would then be the counter to that.
