Since there are a lot of people still claiming that certain empires/dynasties can be civs, I will list all civs and what cover one by one to put the things clear
- Britons: Represent almost the entire medieval kingdom of britain (Probably the Saxons also).
- Byzantines: Represent and covers byzantine empire until the last years, also cover the Western Roman Empire.
- Celts: Yes they existed from the antiquity and were widespread almost entire western europe, but from the dark ages, they isolated form other celtic tribes of mainland Europe, bening only limted into the actual Scotland and Ireland, so they basically are based and represent the kingdoms of Scotland and Ireland.
- Chinese: Represent the medieval chinese dynasties from the Tang Dynasty to the Ming Dynasty (including the mongol Yuan (is shared with them) Dynasty, Jurchens, Manchus, Tanguts and the controversial Tibetans).
- Franks: Represent the Frank peoples that became into the Carolingians, Frankish empire and the Kingdom of France (They also include the Normans).
- Goths: They cover the germanic tribe that conquered Italy and Iberia, and later became into the Visigoths and Ostrogoths (Originally they covered the spanish and Portuguese)
- Japanese: Very easy, represent the Feudal Japan until the end of the Sengoku Jidai.
- Mongols: Represent and cover the Pre Mongol tribes of Mongolia, The Mongol Empire, The succesor khanates (Yuan Dynasty (Shared umbrella with Chinese), Chagatai Khanate, Ilkhanate and Golden Horde (Notice that the last three khanates are shared with the Tatars (New Civ)) and the Timurid empire (shared with Tatars, take a look to their architecture in game).
- Persians: Heavily based on the Sassanids, but cover almost other Persian dynasties called "Persianates" which some of them are form Muslim, Turkic and Mongol Origins (Examples include the Saffarids, Ghaznavids, khwarezmians, Ilkhanate and Timurids (Shared with both Mongols and Tatars), and the Safavids.
- Saracens: Represents heavily any people form Arabia Origin (Himyar, Rashidun, Umayads, Abbasids, Mamluks..), originally they covered the berbers.
- Teutons: A quite case, they are called mainly after the germanic tribe of the Teutons, but cover also the subsequent succesors including the Holy Roman Empire, Crusades states like: Templars, Hospitallers, Teutonic order, etc. and yes, the several Duchies and principalties like Swabia, Baviera, Bohemia (Shared with the Slavs) and even the Dutch and Swiss confederacy (Those are under the HRE Rule, with nearly abstent independence).
- Turks: The most confusing case, since a lot of people claims that Central asian Turkic tribes like Gokturks or Karluks are covered by them, which is wrong (they also claim that can be representated by either Huns and Mongols, wrong also.), the turks are almost exclusively based and representative of the Seljuk Empire and Ottoman Empire (the world basically know the turks thanks by that empires).
- Vikings: based on the Nordic tribes of Scandinavia and represent also the Christian Kingdoms of Sweden, Norway, Denmark and Kalmar union.
- Aztecs: basically the Aztec empire, but include also other tribes like Toltecs and Zapotecs.
- Huns: from Turkic Origin, They cover the Hunnic Empire, and in lesser scale, White Huns or Hephthalites (but some historians agree that they 're diferent from the Black Huns).
- Koreans: they cover the kingdoms of Goryeo, Silla and Josoeson of the actual Korea.
- Mayans: the Mayan empire
- Spanish: Originally, the goths covered them, But through the middle ages, some iberian kingdoms like Castille and Aragon appeared, so they represent any spanish medieval kingdom until the early modern times.
- Incas: Easily the Inca Empire (also include other cultures like Chimus and Tiwanuku, and possibly the Araucans).
- Indians: Any Medieval Indian Kindgom and Dynasty to the Mughals (Yes, Including the Southern Indians like Tamils, Dravidians and Cholas).
- Italians: Almost the entire Italian Duchies and entities like Papal States.
- Magyars: From Turkic Origin, They are labelled from the medieval Kingdom of Hungary.
- Slavs: The biggest one: Represent any slavic state like Kievan Rus, Novgorod, Poland, Balts(In the past, now have their own civ), Bohemia (Shared with Teutons), Serbs, and southern slavs like Bulgars (shared with the bulgarians, a new civ, but with other direc).
