These are other civs that certainly need looked at least.

The Ethiopians are supposed to be an early game focused civ but only just cut it. In fact, their win rate is almost exactly 50% in the early game. And drops hard in the late game. For that reason, I would propose we bring back the free Halberdier upgrade.
The Goths have always been a lategame powerhouse, and I feel that it should stay that way. The huskarl flood is iconic. But clearly they have fallen behind since Supplies was added. So I propose making it a little easier to get to their late game. Change their +1 damage against buildings to: Arson free.
The Portuguese seem to be designed to be flexible in the early game, and a powerhouse in the late game. But doesn't stand out in either role. I think they can serve the role, just need a little push in the right direction. Perhaps all units cost -20% less gold instead?
The Burmese are one of the rajas civs. They might actually be in a good spot ever since supplies. The problem is they aren't played much. Maybe we need to buff their fun. Maybe change their +1/+1 armor for elephants into a passive trait. And give them a new tech for Castle Age.
Teutons I think I have an easy answer for this one.
Allow infantry to garrison in Town Centers, and add Town Centers to their imperial age tech, which lets infantry fire arrows from castles.
While you're at it. maybe mention that hand cannoneers in bombard towers will fire two cannonballs in the actual civ bonuses? That's something that flies under the radar for alot of players. I understand the Teutons WERE buffed recently so perhaps we should let the meta adapt and see if they're viable.
