Why don't Magyar, Mongols have Steppe lancers?

Just curious, I was under the impression that the historical armies of both had these things. I think turks did too but I understand from a game mechanic perspective why not (Turks weren't steppe nomads but they had to deal with steppe nomads a good amount and learned from them)
