My vils just stopped working

I was playing a game with a friend vs 3 ai and suddenly y see I have no food and being it late game and having like 50 vils on fields I try to check for idle vils and nothing pops, check and all the fields have disappeared since the vils just froze in my tc. Is this normal? Has any one else have it happen? I put them back to work but it kept happening
