TEAM early skirmisher

I don' t have the game in front of me atm, but if I recall correctly, it reduces training time as well for skirms (and maybe even strelets). Isn't that good ? Of course the card is straight up trash early in the game compared to 3 cdb or any age 2 shipment, especially when you can musk/huss or bow/pike in age 2, but I wonder if the training time could be good in long drawn out team games or treatty games. Kind of like the gendarme traintime.
