If you haven't heard of eso community yet, you should check it.
They've released their own patch which fixes many issues in the game but their version also lets you CONNECT when the ESO servers are down.
Go to http://eso-community.net/viewtopic.php?f=80&t=13130
And download the patch. It will create a second icon on your desktop to use. Does not work for vanilla, only Asian Dynasties.
