Is there a fishing ship pre-TC penalty?

I was playing nomad as Persians and was able to immediately drop a dock and build a house, leaving me with 275 wood. Right before I was able to click build on the TC, the fishing ship was created and I dropped from 275 to 175. Is there penalty to building fish early? I've never seen that beforee.
