In a 1v1 setting, I'm not so sure they're overpowered, since there are five relics and just two people fighting over them. It is undoubtedly a strong bonus, I can understand why people would call it within reason.
On the other hand, in 3v3 and 4v4 games, there are significantly more relics to the point where it seems pretty unreasonable to prevent the opposing team from getting at least 3 of them. This is especially the case in arena, a very popular TG map. When coordinating with my team and changing our strategies specifically to deny the relics from the opposing Lithuanians player, the best we were able to do was get all but 2.
It seems to me like a sufficient condition for some kind of nerf when you can't prevent an enemy from getting the best cavalry in the game, especially when a Lithuanian pocket can just boom for a while and spam hordes of basically uncounterable Leitises or knights for free.
