How would you design a civ that has villagers that cost wood?

For the last few years we have had a couple of mechanics from AoE 3 imported to AoE 2. Like resource conversion, instantly turning villagers into military units, military units being able to build specific buildings and the like.

So it would be fair to assume that sometime in the future we will have civs in AoE 2 that are like the Dutch or Indians in AoE 3 that has villagers that require another resource rather than food to create.

Stone or Gold cost in AoE 2 would be too wonky as these resources are too valuable thus it would only be possible with wood.

So heres the question: If you could design a civ that has villagers that cost wood what would the civ look like? Civ bonuses, Tech Tree, Team bonus, UT, UU wise. How much wood would each villager cost? 50? Also what civ would you choose to represent?
