What if the Celt speed bonus applied to Infantry and Foot-Archers?

I feel like with the Celts use of the longbow and other various archers, mounted and unmounted, it would be an interesting idea to give their speed buff to foot-archers also.

I feel like their siege should be less of a power-house, as it kind of pidgeon-holes you into going for heavy siege play.
