Can't restore multiplayer saved game?

This was an issue in HD, there's no way they didn't fix this for their DEFINITIVE version right?

One of my friends lags out of our multiplayer game so I make a save point. We try to restore and all of our civs are wrong, one of my friends keeps failing to receive the file. We try to use the autosave on disconnect file but it's just broken, can't even choose it to load into the lobby.

What gives?
