Scenario Editor and DLCs

Considering buying the Definitive Edition at some point, but will mainly be messing around with the Scenario Editor.

I heard that if you do not buy the DLCs, you can play online and fight against players using United States and African Royals civilizations, and join games that take place on African Royals maps, but not play as those civilizations or start Skirmish games on those maps yourself. That italicized statement implies that all those data are in the game regardless of what is purchased.

Out of curiosity before I buy anything, are United States and African Royals content all disabled in the Scenario Editor if I do not have those DLCs?

• If yes, is a non-DLC player prevented from playing or editing custom scenarios that include DLC content?
• If no, can the player be set to a DLC civilization? If no to this, is a non-DLC player prevented from playing custom scenarios that have the player set to a DLC civilization?
