Where are we currently with quantum communication?

I saw on R/science that China found quantum entanglement through water. The news article of course mentioned Chinese submarines communicating with quantum entanglement as a form of perfect encryption....

My questions are:

has anyone innovated a way to communicate with quantum entanglement? Once you determine the state of one electron you know the state of the other entangled one, but that's not really communicating.

In the academic article (http://ift.tt/2xtZMGp) it seemed like they were firing a laser through water and measuring the polarization of light at the other end. This doesn't fit into my knowledge of quantum entanglement. If someone could give me the undergraduate level physics translation, I would be all the smarter for it.
