Worst Militia

The availability of Militia during the dark age for every civ doesn't seem to be a very good indicator of how strong a civ's Militia are. Some civs have awesome bonuses (Aztec 5 Militia drush; Japanese faster attacking Militia). So what civs have the worst Militia? I'm thinking Saracens, Magyars and Bizantines but I'm not very sure. /s
