Herbal Medicine: Should it be moved from the Monastery to the TC? Should the price be lowered?

As the title says:

1. Should Herbal Medicine be moved from the Monastery to the TC (still available in Castle Age)?

2. Should the price of Herbal Medicine be lowered or changed? Perhaps 100 gold and 100 food?

EDIT: Justification/reasoning:

The tech is very seldom picked up (pretty much only by Aztecs to buff their monks). Moving it from the monastery to the TC would make it a bit more likely to be picked up. Decreasing the price would make it a more reasonable tech (350 gold is too steep).
