Game stutters a lot?

Whilst either playing the campaign or using the editor, the game stutters slightly every four seconds or so. Anyone else have this problem?

Also, don't want to Verify Integrity of Game Cache, since I might lose some personal voicefile modding (doubt it's the problem).
