I wanted to make that same table with the latest updates (Patch 5.7) so I started to make it from 0 with my own criteria and thus have a quick reference guide for all civilizations (weaknesses and strengths).
Like the original table by Mike "Captn" Kidd, my table is based on the post-imperial age without taking into account the unique units of each civilization so in some cases (for example the Vikings with respect to the naval) 100% of the potential of said civilization is not reflected.
Basically it works the same as the original table, the civilizations that have all the technologies and no bonus have a score of 10 (with some exceptions), those that are over 10 are those that have one or more bonuses with respect to that unit and those that they are below are those that have missing technologies that affect that unit.
Some technologies I considered more important than others according to the unit they affect. For example: Thumb Ring has an importance of "2" for the archers and CA (since it greatly increases its accuracy and shooting speed) and of 0.5 for the skirms (since they represent very little increase in its already high precision). These relative values are below each unit in the table and suggestions are accepted to improve said value.
