Can you win with wonders in Regicide?

I recall that it was possible to do so, but last time I played my whole plan got ruined because the timer wouldn't start.

I play community games, settings are usually: regicide/random map, last man standing and usually a Real World map or pilgrims. One of the players is known for constructing Wonders at the most unfortunate times for the others, and we want to keep that option available. In the upcoming match we want to do Earth Last Man Standing, but we are unsure if Regicide (which would give a huge boost to the diplomacy part of the game) would prevent a Wonder Victory. Are there any criteria? Is it because of the Forgotten DLC? Is it because of any other things? In other words: How can I play Earth Regicide Last Man Standing with Wonder Victory enabled?
