Help me find this old game? (Circa 2000)

Hi,

So I have what may be a bit of a challenge, I'm looking to find out the name of a game that I played when I was very young, probably around the year 1999-2003 on I think a windows 95 PC.

I remember very little except that it's a sort of Age of Empires style game where you build a settlement and control military units.

I have a distinct memory of one unit being a sort of Witch Doctor who when you attacked with it would yell "Ka ka!" and have either a fire or water attack using a staff.

That's it... that's all I have, it's not much I know but if anyone has any idea?
