I have a really dumb question. I played a couple matches against the AI, and noticed from the postgame summary that sometimes the AI can have a total population of 250. For one of the occurrences, the AI was Queen Elizabeth, and there were no native settlements on the map, so I don't think they were native fighters.
I see here that the max population can be increased to 250 with cards. I tried reading all of the British cards, but I don't see one that increase total population. Can anyone explain this to me?
