Ranged cav rate of fire

Some ranged cav have a 1.5 ROF, eg cav archers, bow riders and rifle riders. Others have 3 ROF, eg dragoons and ruyters.

So is a cav archer with 13 attack at 1.5 actually doing more damage than a dragoon with 22 attack at 3?

If so it makes me think Otto cav archers might actually be worth using.
