What happened to Andes nr40 on TAD?

I had a break from TAD for several years. Used to play about 50% treaty, almost always Andes because was the default and best for treaty. Came back a few months ago and everyone is playing nr60 on Orinoco, and a few nr40 on Deccan. I only play about 10% treaty now because it's hard to find people who want to play on Andes.
