Does unlocking the US faction by completing the challenges tie in with the save game or account? (Steam)

I am wondering if the game permanently unlocks US thru the Steam cloud save so if I would delete and reinstall the game, the US faction would still be available for me to play. Has anyone tried this as I don't think it was mentioned on the FAQ? Thanks.
