The availability of the HCA upgrade doesn't seem to be a very good indicator of how strong a civ's HCA are. Some civs have awesome bonuses, others lack bloodlines and parthean tactics.... So what civs have the worst HCA? I'm thinking byzantines, franks, britons, and Celts, but other than that I'm not sure.
